STANDING OPERATING PROCEDURE [SOP] FOR MNT BUS TRANSPORT SYSTEM.

STANDING OPERATING PROCEDURE [SOP] FOR MNT BUS TRANSPORT SYSTEM
[SOP]

The Constitution of Transport  Committee will be as under:-

(i)    Chairman.
(ii)   Vice Chairman
(iii)  Secretary.
(iv)  Asstt. Secretary
(v)   Asstt. Secretary.
(vi)  Members – Two members from each cluster.

MNT Residents while travelling should keep silence and avoid unnecessary noises in MNT buses.

MNT Residents while travelling in MNT buses should avoid unnecessary arguments. In case of any discrepancies observed during the travelling they can register their complaints with Transport Committee.

MNT Residents under influence of prohibited drugs will not be permitted to travel in MNT buses.


MNT Bus should operate as per enclosed MNT Bus Time Table Schedule [Total 103 Trips]. 

On Sundays and Holidays [as notified below], MNT buses should run between 04.30 am [Morning] to 01.30 am [Night] with a gap of 20 minutes [frequency] i.e. 63 trips.

On the following Festival days/ Holidays, the Buses will be run as per Sundays Bus Time Table. The Controller of  MNT Transport System will notify the date wise list festival/holiday well  in advance for information to MNT  Residents:-

There should be a dress code for all MNT drivers. All MNT Drivers who have completed their 90 days' service with MNT Bus Transport excluding their absent period will be entitled for uniforms and name badges.  All MNT drivers should be cleaned and proper uniforms while on duty.

Driver should be in possession of a valid Driving licence while on duty. Drivers are not allowed to use Mobile Phones for any purpose in running buses.

Drivers should behave politely with all the residents on bus board.  They should not use any un-parliamentary languages in running MNT buses or to travelling residents.

Drivers should not play any Radio/FM/Audio/Video in running buses.

Drivers found intoxicated condition/under influence of prohibited drugs, etc. while on duty; he will be liable for appropriate punishment or removal from the job. Smoking and Spitting in MNT buses are strictly prohibited.

Drivers should not drive the MNT buses rashly and over speedily beyond the prescribed speed limit. The speed limit for all MNT buses is prescribed as not more than 50 kilometers per hours in view of prevailing road condition of the existing Matheran Road.

The residents should be in possession of his/her Bus Pass while travelling in MNT buses. Bus Pass is mandatory while travelling in MNT buses. In case of lost of Bus Pass, the authorized residents will be permitted to travel in bus only for the next two days and thereafter he/she will not allow to travel on the MNT bus without a valid Bus Pass. He /She may approach to Society Office and obtain a temporary/duplicate Bus Pass against his/her lost bus pass immediately. The Residents should take care to keep their Bus ID Pass handy for mandatory checking before entering in the bus. Bus Passes should be checked by the Pass Checker and travelling residents should extend their maximum co-operation in this mandatory exercise.

The Residents should abide themselves to travel in over-crowded buses. Hanging at the door of the bus is highly objectionable. Each MNT bus should be painted with details of availability of seats and numbers of passengers are allowed to travel standing in the bus near main exist of the bus for information of the residents. The MNT Buses which are become obsolete / unserviceable and unsuitable for carrying passengers should not be in operation. These buses should be scrapped immediately and replaced with new buses.  In exigencies of MNT Residents, special trips should be provided in consultation with the Controller, MNT Bus Transport System [Office] and MNT Bus Transport Committee.

The Residents should not travel in defective buses. A Motor Vehicle Disposal Committee [MVDC] comprising experts in automobile field will be called to offer their advice /certificate on condemnation/scrapping of vehicles whenever it is found essential.

The residents are free to note their complaints against mal-functioning of MNT Bus Transport System as when they noticed.  A separate Register under the head of “MNT BUS COMPLAINTS REGISTER’ should be kept at MNT Control Room for the purpose. 

This Register will be reviewed daily by Controller, MNT Bus Transport System [Office] for remedial actions. This Register will be randomly checked by the Chairman/Secretary of MNT Bus Transport Committee to see whether all complaints of residents are being attended or otherwise.

There should be provision of at least one post of a Motor Vehicle Mechanic preferably ITI Diploma holder having good experience in the field of maintenance and repairs of automobile buses. He should be entrusted with duties of carrying out running mechanical defects of MNT buses reported by Drivers on daily basis.   He should also be responsible to carry out regular general checking of buses so as buses can be run smoothly and without brake-downs/major defects etc.

There should be two posts of Bus Assistant [Helpers] to ensure cleanness of all operative buses and to assist the M.V. Mechanic in carrying out day to day affairs of technical work related to MNT buses. It is expected that MNT buses should be decent and cleaned.

There should be no reservation of seats in MNT buses. MNT bus system is a private   bus system and not a public transport system. All residents are equal to avail each and every facility available at MNT. The total journey from Nere to Panvel is very short i.e. 10-15 minutes. Hence, there is no need to make any reservation in bus seating arrangement. However, all Travelling Residents are expected to show their good spirit in offering their seats voluntarily to a pregnant women/ women with breast feeding baby/ octogenarians/sick persons on humanitarian ground.

There should be a First Safety Aid Box containing essentials un-expired dated medicines in each MNT bus for medical emergency/accidents etc.

There should be a Driver’s Rest Room at MNT with all essential basic amenities. The Rest Room should be provided with Telephone/Inter-Com facility.

MNT  Residents Bus Pass  System:-   

 1.    A Bus Pass should have all details of authorised residents of MNT i.e. Name, Address, Mob No, latest photograph, General Instructions  and logo of MNT.


 2.    A Bus Pass should also bear signatures of Controller, MNT Bus Transport Service as well as one of Cluster Member of their respective clusters so as it may be confirmed that all  bus passes are being  issued is genuine and authorised  residents of MNT.


 3.   The Bus Passes of flat owners and tenants should be valid only for two years and six months respectively so as necessary check/tab can be kept on its authenticity.  

4.   Bus Passes in respect of Flat Owners and Tenants should be invariably in distinct in colours

GUEST BUS COUPON SYSTEM:-

The Guest Bus Coupons [GBC] should be printed bearing machine/printed serial numbers on it.

GBC should be made available to all residents/tenants of flats of MNT through Society Office on nominal payment of Rs 1/- per coupon. The accounts of issue of GBC will be maintained by Society Office and made available for audit purposes.

The amount collected on account of issue of GBC will be credited to the Society Maintenance A/C to meet the expenditure on account of printing charges of Guest Bus Coupons. 

At a time, maximum 25 Coupons [subject to the availability of enough stock of coupons] can be issued to Flat Owners/Tenants.

The GBCs will be valid for 6 months from the date of its issued.  Invalid GBCs will not be accepted/treated as valid for availing MNT bus facility.

The Flat Owners/Tenants are free to purchase these Guest Bus Coupons as per their requirements in advance keeping in view its validity [expiry date].

The Flat Owners/Tenants are required to get countersigned all GBCs from their respective cluster members or Transport Committee members before availing MNT bus facility to their guests. GBCs without countersignature of their respective Cluster Member or Transport Committee member will be treated as invalid.

A Guest has to produce a fresh coupon on his/her each journey from Nere to Panvel to vice versa. Each GBC is valid for a single journey whether journey may be from Panvel to Nere or Nere to Panvel as the case may be. Bus Pass Checker   will check the GBC produced by each Guest for his/her each journey. The Bus Pass Checker will make two cross lines over the GBC produced by the Guest with by ink pen in token of GBC is checked and return to the Guest.  Such defaced GBC will not be valid for re-use by miscreants.

This system will be monitored and reviewed by the Transport Committee after six months of its implementation to decide whether the system should be continued or discontinued or modified.

MNT Flat Owners/Tenants will ensure fair use of these free coupons and if any unfair use is noticed, defaulters will be suspended for facility of Guest Bus Coupons for the period as the committee deems fit.

At each Bus Starting Point [STB] i.e. Sector-3 [Nere] and Melody Tower [Panvel], bus should be complete empty except Driver and Bus Pass Checker on duty. Residents of MNT will stand in queue and board into bus one by one by observing high level of disciplined. Bus ID Passes will be checked at the time of boarding ain the bus i.e. at Nere as well as Panvel.

Any addition/deletion/modification in the above SOP can be made by the MNT Transport Committee whenever it will find essential to ensure smooth functioning of MNT Bus System and in welfare of MNT residents
